2015 REGULAR SESSION RE-CAP

GENERAL FUND BUDGET SPECIFICS:

*  FY2014 budget was $1.84 billion;  FY2015 (this year) is $1.64 billion; most agencies/recipients
    received a 9.35% total cut of all state funds

*  Many agencies receive large amounts of federal dollars, so cuts are not as deep as they appear

*  Medicaid, prisons, and mental health - each cut 5% of General Fund

*  Legislature was cut 12%, Courts cut 13% (had to increase judicial retirement fund by 17% to keep
    it solvent), and the Governor’s office cut 9%

*  Some agencies were zeroed out;  Building Commission (placed under Finance), ADEM, State Health
    Planning Agency, Labor Department, Secretary of State, Public Health, all cut 79% but receive
    federal funding


SIGNIFICANT ACCOMPLISMENTS THIS SESSION:

*  Education Budget -  fully funded, balanced,  with increases in classroom spending

*  Charter schools - public, accountable, limited, measurable (43rd state to do so)

*  Prison reform - improves public safety, decreases overcrowding, better rehabilitates offenders,
    hopefully stops a potential federal takeover

*  Medicaid reform - saves $1.5 billion over 10 years, addresses long-term care costs

*  Tax Transparency -  require report of where all deductions, exemptions, credits go

*  Economic incentives - pas-as-you-go, job creation, lets Alabama compete

*  Virtual schools -  increases educational opportunities, improves student engagement

*  Judicial retirement reform -  $350-$400 million savings over 30 years
